Purchasing and supply

The purchasing department at Epsom and St Helier University Hospitals NHS Trust spends in the region of £90m per annum with third party suppliers.

Buying decisions follow a basic principle which is to ensure that the right suppliers are delivering the right requirements at the right price. This is achieved through the application of supplier selection processes that increase in complexity based on the value of the contract.

The selection processes followed by the Trust are as follows:

  • For contracts up to £5,000: one or more quotation(s) is/are obtained.

  • For contracts between £5,000 and £20,000: three or more written quotations are received and evaluated.

  • For contracts between £20,001 and £113,057: three to five tenders are received and evaluated.

  • For contracts above £113,057: an OJEU (Official Journal of the European Union)  tender process is required.

Note that the above values refer to the life-time, not annual, values of a procurement initiative.
